Moving to Dubai Hills Estate: Mover's Guide for Villas and Apartments
Dubai Hills Estate is one of the city’s most sought-after communities, with everything from one-bedroom apartments to large golf-course mansions. It’s well organised, which makes moving here straightforward if you know the process, and frustrating if you turn up at the gate without the right paperwork.
This guide covers the permit, the difference between moving into a villa and an apartment, and practical tips for the day.
Dubai Hills Estate at a glance
Dubai Hills Estate is a master community developed by Emaar Properties in a joint venture with Meraas, as part of the wider Mohammed Bin Rashid City project. It sits between Al Khail Road and Sheikh Mohammed Bin Zayed Road, with Downtown Dubai and Business Bay a short drive away.
The community is a mix of:
- Apartment buildings, mostly mid-rise, concentrated in the northern part of the community around Dubai Hills Mall and the park, with mainly one- to three-bedroom units.
- Townhouses and family villas in sub-communities such as Maple and Sidra.
- Larger villas and mansions around the golf course, in areas such as Golf Place, Parkway Vistas, Fairway Vistas and Emerald Hills.
Key amenities
- Dubai Hills Mall, the main retail and dining destination in the community.
- Dubai Hills Park, a large central park with walking and cycling paths, play areas and sports courts, connected to the mall.
- Dubai Hills Golf Club, an 18-hole championship course with a clubhouse.
- Schools, including GEMS Wellington Academy, and King’s College Hospital within the community.
The move-in permit: how it works
Dubai Hills Estate is managed by Emaar Community Management (ECM), and every move in or out needs an approved permit.
Where to apply
- The Emaar One app (iOS and Android), which is the simplest route for most residents.
- The Sakani portal, Emaar’s web-based community management system.
- An ECM customer office if there are problems, such as outstanding service fees on the unit.
What you’ll usually need
| Who’s applying | Typical documents |
|---|---|
| Tenant moving in | Ejari, Emirates ID (or GCC national ID), passport with visa page |
| Tenant moving out | Ejari and Emirates ID or visa |
| Owner moving in | Usually no documents; log in with your Emaar credentials |
The form asks for your unit details, move date and time, and details of your moving company, so have your mover’s company name and a supervisor’s contact number ready before you start.
Timing and fees
Apply at least 24 hours before the move; more notice is better, especially for weekends. Recent guides from Bayut and dubizzle report that there’s no charge for the permit itself. If the landlord has unpaid service charges, though, the application can be held until they’re settled, which is a common reason for last-minute delays. Ask your landlord to confirm the account is clear before you book your move date.
Emaar’s processes are updated from time to time, so check the current requirements in the app when you apply. For a general overview across Dubai, see our building move-in permit guide, and our Dubai moving checklist for DEWA and Ejari covers utilities.
Villa moves vs apartment moves
The process starts the same, but the logistics on the day are quite different.
Moving into a Dubai Hills villa or townhouse
- Gate access: the truck enters through a security gate, and security will check the permit. Send the approved permit to your mover the day before.
- Street parking: villa streets are generally wide enough for a moving truck to park outside, but be considerate of neighbours’ driveways and keep the road passable.
- Volume: villas usually mean more furniture, more rooms and more outdoor items such as garden furniture, barbecues and bikes. Plan for a full day; large homes may take longer.
- Room plan: label boxes by room and floor. In a three- or four-storey villa, carrying boxes to the wrong floor wastes a lot of time.
- Fixtures: curtains, TV mounts, lights and wardrobes often need installing or reassembling at the new villa. Arrange this with your mover in advance.
Our villa movers service is designed around these larger moves.
Moving into a Dubai Hills apartment
- Service lift booking: buildings normally have a service lift for moves. Book a slot through building management once you have your permit.
- Loading point: ask where the truck should stop. Many buildings have a basement or loading area, with a height limit that matters for larger trucks.
- Lift size: measure your largest items, such as sofas, wardrobes and fridges, against the lift door and car. Some pieces may need dismantling.
- Corridor protection: buildings may expect lift and floor protection during the move. Professional movers bring this as standard.
Gated access and truck timing
A few practical points that apply across the community:
- Arrive within your permit window. Security works from the approved permit, and a truck that turns up at a different time may be held at the gate.
- Avoid peak school traffic. Roads around the schools get busy at drop-off and pick-up times. An early-morning start after the school rush, or before it, usually works best.
- Think about the heat. For much of the year, an early start is far more comfortable for everyone and safer for heat-sensitive items such as candles, electronics and artwork.
- Keep a contact on hand. Have the building management or community security number saved in case the crew is stopped at the gate.
Tips for a smooth Dubai Hills move
- Clear outstanding service charges before you apply for the permit, or ask your landlord to.
- Apply early, especially for weekend dates.
- Share the permit with your mover the day before.
- Book the service lift (apartments) or check where the truck can park (villas).
- Get the home cleaned before you move in, while it’s still empty.
- Plan fixtures: who’s putting up curtains, mounting TVs and connecting appliances?
When the move dates don’t line up
It’s common in Dubai Hills for the end of one tenancy and the start of the next not to match, particularly with villas, where handovers can slip while snagging is finished. A few options:
- Short-term storage: furniture goes into storage between homes and is delivered once the new place is ready. This avoids paying for a second truck day or squeezing everything into a temporary flat.
- Split moves: move essentials first and the rest once the villa is ready.
- Early access for cleaning and fixtures: if your landlord agrees, get keys a few days early so cleaning, curtain fitting and minor repairs are done before the furniture arrives.
Moving out of Dubai Hills
Leaving the community needs a move-out permit through the same Emaar channels, and tenants usually need their Ejari and Emirates ID or visa. Before handover, plan for:
- A thorough clean, including kitchen appliances, AC grilles and balconies.
- Touching up wall marks where pictures and TVs were mounted.
- Garden tidy-up for villas, if your lease requires it.
- Final DEWA and chiller readings, and closing or transferring the accounts.
A clean, well-presented handover makes deposit discussions with the landlord much simpler.

Frequently asked questions
How do I get a move-in permit for Dubai Hills Estate?
Dubai Hills Estate is managed by Emaar Community Management. Tenants and owners apply through the Emaar One app or the Sakani portal, usually at least 24 hours before the move. Tenants typically need their Ejari, Emirates ID and passport with visa page.
Is there a fee for an Emaar move-in permit?
Recent guides from Bayut and dubizzle say there's no charge for the permit itself, but outstanding service charges on the unit can hold up an application. Check the current position in the app when you apply, and ask your building whether a separate deposit applies.
Can the moving truck enter the villa community without a permit?
Generally not. Security at the community gates checks for an approved permit, and the permit usually includes the moving company's details. Share the approved permit with your mover before the day so the crew can show it at the gate.
How long does a Dubai Hills villa move take?
A typical villa move takes a full day, and larger homes or moves with lots of furniture dismantling can run into a second day. A survey beforehand gives you a realistic timeline and fixed price.
Should I move into a Dubai Hills apartment on a weekend?
You can, but service lift slots at weekends are often the most popular. Weekday mornings are usually easier to book. Ask your building management which slots are available before confirming a date with your mover.
